TSI’s senior staff brings a wealth of varied experience to the management of day-to-day affairs and managing future growth. TSI is a lean, high-energy organization focused on its mission and commitment to provide high quality and cost-effective service.
Chief Executive Officer
Randy Cantrell began his work with asbestos trusts in 2004 when he joined TSI as the Chief Financial Officer. Mr. Cantrell has 35+ years of experience in Finance, Information Technology, Human Resources, Operations, and expertise in business systems and process improvement.
Mr. Cantrell was promoted to his current CEO position in April 2010 after serving in various positions as TSI’s Chief Operations Officer and as the CFO. Since becoming CEO he has guided the streamlining of the organization and reinforced its commitment to its customers. During his tenure at TSI, he has been specifically responsible for the development of the new TSI Claims System, the conversion of the older claim processing systems of five client trusts over to the TSI Claims System, and the transition to a managed services contract with Tribridge utilizing Tribridge's “Concerto Cloud” for all critical IT components. He currently provides CFO oversight and is leading the accounting systems "Best Practice" project.
Mr. Cantrell is a graduate of East Texas State University, Commerce, Texas, with a BBA in Accounting. He is also a member of the Texas State Board of Public Accountancy.
Chief Financial Officer
Rachel Anderson has recently been promoted to the Chief Financial Officer position which also includes HR Administration. Rachel joined Trust Services, Inc. in November of 2017 as the Senior Accountant of Finance. Rachel was formerly a Regional Controller for a large Packaging Manufacturer where she was responsible for Financial Reporting and implementing financial systems, policies, controls, and procedures to improve financial performance for three manufacturing plants.
While at Trust Services, Inc, Ms. Anderson has managed the upgrade of the web time-tracking system, and other improvements to our accounting systems. She is currently leading the project to pay vendors by ACH. Ms. Anderson also manages the annual budget process and financial audits for our client trusts.
Ms. Anderson has a BBA in Accounting from Michigan State University.
Director - TSI Claims Administration
Miranda Wooldridge joined TSI in October 1999. Ms. Wooldridge is Director of all Trusts administered by TSI, including NGCBIT, FAST, APG, and KS. She is responsible for managing the claims department, working with the Executive Director and Trustees regarding various claims issues for each Trust, training law firms on website and policy changes, and working with IT personnel on system changes. Her previous work with TSI includes processing claims for several of the bodily injury trusts and property damage trusts. Ms. Wooldridge also has several years of experience as a bank teller and legal assistant.
Ms. Wooldridge has a BAAS in Organizational Leadership from Texas A&M University – Commerce.

Jill Malone joined TSI in December 2004 and has worked as a claims analyst and lead analyst. Her prior experience includes over 20 years as a customer service specialist. Currently, Ms. Malone is a Claims Manager for National Gypsum Bodily Injury Trust. Her duties include answering claims analysts’ questions, managing claims workload, working with the other claims managers on various issues, and providing excellent customer service to law firms.
Lori Webb joined TSI in November 2004 as a claims analyst. Her prior experience includes several years as a customer service operator for AT&T (Southwestern Bell). Currently, Ms. Webb is the Claims Manager for five trusts administered by TSI including FAST, APG, and Kaiser Bodily Injury Trusts. Her duties include managing the daily workloads of her staff, working with the Trustees on various issues, and providing excellent customer service to law firms.
Data Control Manager
Jackey Ferrell joined TSI in February 2001 and has been the Manager of Data Control from the department’s inception in 2004. He has been involved in creating processes and procedures over the life of the department beginning with paper claim files conversion to electronic documentation. He originally created programs and reports to utilize and track workflow, most of which have been implemented into the current TSI Claims System. Mr. Ferrell is responsible for intake and conversion of all incoming media and documentation, validation of processes, sending of all correspondence and tracking delivery. He also maintains inventory of stored documentation in the warehouse.
Mr. Ferrell earned a B.S. in Education from East Texas State University.
Business Analyst/IT Project Manager
Ginger Bryant joined TSI in August 1999 and has held several key roles. Ms. Bryant moved into the Business Analyst role in 2007 which leverages her 8+ years of progressive experience in CRP and TDP analysis, claim system design, testing, and managing the claims processing department. She has worked directly with IT in the design, development and testing of the TSI Claims System. Ms. Bryant has been involved in the preparation of application training material, training end users, and in the process of identifying and preparing analysis of specific Trust policies.
Ms. Bryant earned a B.S. in Business Administration from Texas A&M University - Commerce.
